Jindal Steel Carbon Steel Plants in India: Locations & Capacity

Jindal Steel’s manufacturing network spans four states — Chhattisgarh, Odisha, Jharkhand, and (in development) Andhra Pradesh — with a notably different growth pattern than its larger competitors: rather than one dominant flagship site, Jindal has built parallel strength across a few mid-sized integrated plants, each contributing distinct product specializations.

Raigarh, Chhattisgarh

Raigarh represents one of Jindal Steel’s core manufacturing hubs, contributing meaningfully to the company’s plate, rail and universal beam, medium and light structural, wire rod, and rebar production. As the company’s original operational base in the Jindal Group’s home state of Chhattisgarh, Raigarh anchors Jindal’s structural and long-products manufacturing, complementing the newer, larger-scale operations built later in Odisha.

Angul, Odisha

The Angul Steel Plant is one of Jindal Steel’s largest facilities, established as a greenfield project specifically to capitalize on Odisha’s abundant mineral resources, producing steel for the infrastructure, construction, and automotive industries. The plant was commissioned in phases and features advanced technology, including India’s largest blast furnace and the world’s first coal gasification plant designed specifically for steelmaking.

Angul currently houses India’s largest blast furnace at 4.25 MTPA capacity, and the plant’s broader integrated complex includes India’s largest 1.88 MTPA DRI (Direct Reduced Iron) plant producing steel from fully indigenous raw material, two blast furnaces with combined capacity of 0.42 MTPA and 1.25 MTPA, a 2.5 MTPA sinter plant, a 3.6 MTPA steel melting shop, and a 1.0 MTPA plate-cum-coil mill capable of producing plates up to 3.5 metres wide.

Angul currently produces around 6 MTPA, though JSPL announced plans in August 2021 to expand the plant’s capacity dramatically — from 6 MTPA to 25.2 MTPA of liquid steel (24.79 MTPA crude steel) by 2030, in a two-phase expansion that has already received approval from Odisha’s State High-Level Clearance Authority.

If completed at that scale, the expansion would make Angul the world’s largest single steel plant. To execute this growth, the company incorporated a new wholly-owned subsidiary, Jindal Steel Odisha Limited (JSOL), to house the expansion capacity — a scale (6 MTPA liquid steel and 5.5 MTPA finished steel) roughly comparable to Jindal Steel’s entire existing capacity at the time of announcement.

Patratu, Jharkhand

Patratu contributes additional plate and structural product capacity to Jindal Steel’s network, extending the company’s manufacturing footprint into Jharkhand’s established steel and coal belt alongside SAIL’s Bokaro operations in the same state.

Barbil, Odisha

Barbil rounds out Jindal Steel’s Odisha operations, forming part of the company’s broader raw-material and processing network in the state alongside the larger Angul facility.

Krishnapatnam, Andhra Pradesh

Jindal Steel obtained a site for a greenfield BOF (Basic Oxygen Furnace) steel plant from the Andhra Pradesh State Investment Promotion Board in July 2021, with an initially planned capacity of 2.5 MTPA at an expected cost of ₹7,500 crore. By March 2023, the planned capacity had been revised upward to 3 MTPA, with investment increased to ₹10,000 crore.

As of January 2025, Jindal Steel had received 860 acres of land from the state government for the project, though construction had not yet begun. This project represents Jindal Steel’s push into coastal southern India, a region where it currently has limited manufacturing presence compared to Tata Steel, JSW, or SAIL.

Total Current Capacity

Across its operating plants, Jindal Steel’s current steelmaking capacity stands at 15.6 MTPA. This positions the company as meaningfully smaller than Tata Steel (roughly 26+ MT), JSW Steel (35.7 MTPA), or SAIL (approximately 20.3 MTPA) in current output — though the Angul expansion alone, if fully realized, would more than double Jindal’s total capacity and potentially bring it into direct competition with the larger players by 2030.

Why the Geographic Pattern Matters

Jindal Steel’s plant distribution — Chhattisgarh’s original base, Odisha’s growth-focused expansion, Jharkhand’s structural capacity, and a nascent Andhra Pradesh coastal project — reflects a company still actively building out its footprint rather than operating from an already-mature national network. This makes Jindal Steel’s story, more than any of the “big three,” genuinely a growth-and-expansion narrative still very much in progress.
